He cut collective barganing, charged more for health insurance and froze what schools would recieve from the state. Lowering class size may make the need for more classrooms are problem unless there is a lot of under utilized or not used rooms in NYC schools. NYC is suffering from the same teacher shortage as everyone else. In large school districts there aren’t enough classrooms to make it happen. It is also beneficial to give encore teachers (art and music) their own classrooms. Teaching on a cart is not the ideal. We need to build more schools or add on wings to the ones we have.
