There are states whose funding formulas have been declared unconstitutional by their own courts, but their legislators refuse to do any thing about it. <br /><br />We could try asking teachers, not politicians or businessmen or former reporters or political appointees or rich guys or administrators - or even union heads - how money should best be spent, as actual practicing classroom teachers are the only education experts. <br /><br />Wrap-around community schools have been shown to be effective in urban areas, but politicians only want to give money to business people who can make them rich.
