Freedom of religion was guaranteed so that the various Christian sects could not set up as a state church, a la Church of England. Now times have changed and we are confronted with Islam and Hinduism and Judaism and Buddhaism etc. as significant minority religions. Devos just wants things the way they were, but it's too late.
