California has been battling the same legislation, Prop. 39, for years. It's an extremely efficient method to essentially close real public schools and turn them over to charters. The last 18 Oakland school closures resulted in the creation of 14 charters via Prop. 39. And, charters not only take school buildings, they can force district schools to share any room/space that is not currently staffed by a teacher (co-location). That means music rooms, counseling rooms, library space, computer lab space, arts spaces, anything. This allows them to undermine the very spaces necessary for high needs students to provide them with supports and enrichment.
