The re-opening of schools will be a case of, think locally and act locally. I imagine that county superintendents will all want to all be on the same page, carefully balancing health care guidelines with the constraints of budget cuts. The specter of potential litigation against districts is an issue that needs to be resolved in advance of any opening; some form of reasonable legal protections are a must. With the uncertainty of a second wave of infections this fall I do not envy the local decision makers.
